What is the Fondo Ambiental and how is it administrated?
El Fondo Ambiental was established by means of the Metropolitan Ordinance N º 146 promulgated in the Official Registration Nº 78 on August 9, 2005, specifically through the Article II.383.1 of the substitutive ordinance of the V title "Del medio Ambiente", second book of the municipal code for the Distrito Metropolitano de Quito (DMQ) and was created as a support of the fulfillment of the Environmental Politics and of the Plan Maestro de Gestión Ambiental 2004 - 2010 del Municipio del DMQ. It constitutes one of the most significant sources of financial resources destined to facilitate and to support the management of the environmental quality and the conservation of the natural capital of all quiteños.
The resources of the Fund are constituted by the totals originated from the collections from the concepts of administrative and environmental costs and rights, as well as from imposed fines by the breach of the norms established in the mentioned Ordinance. Additionally, it nourishes from voluntary donations, from resources originated from cooperation agencies and of technical aid and of other public and private, national and international financial sources that prompt processes of management and sustainable development based on the conservation of the biodiversity of the natural resources and the improvement of the environmental quality in rural and urban zones.
The Fondo Ambiental is administrated by a group of studied people called Administrative Committee, constituted by the following eight members:
- The Metropolitan Director of Environment in representation of the Metropolitan Mayor of Quito, who presides it;
- A representative of the Concejo Metropolitano de Quito;
- A representative of the Consejo Metropolitano del Ambiente;
- A representative from the Coordinaciones Ambientales Zonales
- A representative of the Dirección Metropolitana Financiera;
- A representative of the Dirección Metropolitana de Salud
- A representative of the Cámaras (Industria, Pequeña Industria, Turismo, Comercio); And,
- A representative of the sociedad civil.
